On 6 May 2013, Contact Energy Limited (Contact) submitted a Vector Transmission Code (VTC) Change Request proposing that change requests must relate only to a single issue or related series of issues. The Change Request was supported by all shippers except one who abstained from responding.
VTC Change Request Appeal 27 November 2012 (Balancing)
On 27 November 2012, Gas Industry Co received an appeal from Vector. The Appeal, the appendices and the marked up VTC can be found below.
Vector Limited (Vector) proposed a change to the Vector Transmission Code (VTC) on 16 November 2011 that did not receive the 75% support from Shippers necessary for it to be adopted.
Having considered submissions and cross-submissions made in respect of this appeal, Gas Industry Co has prepared the following draft recommendation. Gas Industry Co invites submissions on the draft recommendation.
On 12 December 2008, Gas Industry Co received an appeal from Contact Energy. Gas Industry Co received submissions and cross-submissions and published them on its website.
Having considered all relevant information, including the submissions made in respect of the draft recommendation, Gas Industry Co has prepared the following final recommendation. In accordance with section 25. 7 of the VTC, this recommendation is final and binding on all parties to the VTC.
Service provider agreement
Gas Industry Co entered into a service provider agreement with M-co in 2008 for provision of a trading system. That agreement was novated to NZX in 2009 when NZX purchased the business assets of M-co. The service provider agreement can be viewed below under related documents.
Following extensive consultation with gas industry participants, it was suggested that Gas Industry Co take a staged approach to development of a wholesale gas trading market, the first step being to develop a standard gas sale contract for use in short term, direct-bilateral trades.
