We are working to understand the industry processes and frameworks needed to support the introduction of ‘green gases,’ including hydrogen and biofuels.

Amendments to Gas Governance Arrangements

With the potential introduction of green gases into downstream networks, we identified key aspects of the downstream reconciliation arrangements that will need to change. 

These proposals were shaped by a series of industry working groups and consultation opportunities, and have been generally well supported by gas industry stakeholders.

The Minister for Energy approved the Gas Governance Changes Recommendation sent to him in November 2024, and we are now working with stakeholders and MBIE to draft the amended Rules.

Supporting the uptake of Biogas 

As well as making operative systems (ie. registry fields, allocation, and reconciliation) fit for purpose, we are focused on supporting the uptake of biogas with the following initiatives:

  • developing a voluntary framework to support the existing biogas certification scheme,
  • facilitating the implementation of biomethane blending (voluntary or mandated),
  • investigating procurement options (private and/or public) to underwrite investment into biomethane facilities.
Research & Reports

In 2023, as part of the Gas Transition Plan, we engaged Wood Beca to assess the potential biogas supply, and the feasibility and economics of the possible supply opportunities. 

In 2022, we engaged Castalia to look into the potential for hydrogen to replace natural gas.

In 2020, we engaged PwC to provide advice on international examples of renewable gas certification. This work looked at the considerations for implementing a scheme in New Zealand.
