In order to assess whether retailers could improve the accuracy of initial submissions, Gas Industry Co engaged Strata Energy Consulting Limited (Strata) to investigate consumption information estimation methodologies.
This discussion paper builds on the feedback received from stakeholders on the June 2006 Options Paper. It focuses on downstream reconciliation and details Gas Industry Co's preferred approach for addressing areas where current downstream reconciliation practices are failing to deliver Government's policy aims or appropriately meet industry's requirements.
The purpose of this paper was to carry out the required consultation on the accuracy threshold in rule 37 before the annual determination of the threshold was made by Gas Industry Co. The rule 37 determination had to take place by 30 September 2013.
