Determining whether a critical contingency event is regional determines the way the event is managed.
Gas Industry Co has released a consultation paper to invite feedback on draft updates to the Guidelines for Determining Regional Critical Contingencies.
The Gas Governance (Critical Contingency Management) Regulations 2008, requires Gas Industry Co to prepare and publish guidelines to assist the Critical Contingency Operator (CCO) in determining whether a critical contingency event is regional. This distinction is relevant, because the imbalance arrangements do not apply in case of a regional critical contingency and should not be operative in circumstances where they are not needed.
The Guidelines for Determining Regional Critical Contingencies were last updated in February 2014.
The proposed changes have been designed to improve readability, update the network configuration schematics, and add a sixth critical contingency scenario.
