This statement of proposal is for compliance and enforcement arrangements to support the proposed switching arrangements for retail gas customers in New Zealand. These switching arrangements are set out in a Statement of Proposal by the Gas Industry Co referred to as Part 1.

In anticipation of the Gas Transmission Access Code (GTAC) being introduced, Gas Industry Co has issued a note describing how we would perform a Code Change role. That note is available below under Related Documents. Stakeholder feedback was invited on the note by Friday 19 July 2019.

Further to Gas Industry Co's 13 September 2018 News Bulletin, Gas Industry Co asked for stakeholder feedback on the following two matters:

A GTAC workshop was held from Tuesday 10 July to Thursday 12 July 2018 at Gas Industry Co’s offices.

First Gas has released the following documents:

A memorandum setting out First Gas's workshop plan. Subsequent versions of the workshop plan are found below.  
A memorandum containing First Gas's response to the drafting issues raised by submitters during consultation on the 8 December 2017 GTAC.

A memorandum from First Gas relating to the next steps for the development of the gas transmission access code (GTAC) can be found below in Related Documents. The memorandum contains six questions for stakeholders to respond on.

On 12 February 2018, First Gas held an industry seminar on the Gas Transmission Access Code (GTAC) Transaction Management System (TMS).  

At the seminar, First Gas indicated a number of areas where stakeholder input is required during the process.

A revised draft of the Gas Transmission Access Code (GTAC) was released on 11 September 2017.

First Gas has agreed to allow parties a further opportunity to comment on five areas of the Second Revised Draft GTAC that are being amended in response to comments raised at the November workshops (and subsequently in parties’ submissions and mark-ups).
