On 9 October 2008, Gas Industry Co received an appeal from Contact Energy (Contact). The appeal concerns four (out of eight) change requests originally made by Contact where the requests did not result in changes to the VTC.
This discussion paper builds on the feedback received from stakeholders earlier in the year (2006). Gas Industry Co has undertaken both quantitative and qualitative analysis of options for development of a wholesale market and this discussion paper recommends a modular approach to implementation.
