Gas Governance (Insolvent Retailers) Regulations 2010
We consulted on the Gas Governance (Insolvent Retailers) Regulations 2010. The regulations were created using the urgent regulation-making provisions of the Gas Act (section 43P) in March-April 2011.
The Gas (Switching Arrangements) Rules 2008 (the Rules) came into effect on 1 March 2009 and were last modified on 14 September 2015. The Rules enable consumers to choose, and alternate, efficiently and satisfactorily between competing retailers.
As of June 2016, the Maui and Vector pipelines came under the ownership of First Gas Limited, who wish to converge the two existing access arrangements into a single access regime.
Balancing arrangements have been under review since the inception of the Maui Pipeline Operating Code in 2005. Transmission Pipeline Balancing has been the subject of extensive industry discussion since then and some improved arrangements have been introduced.
All links in the physical supply chain contribute to providing gas users with a secure and reliable gas supply. The security and reliability (S&R) of transmission pipelines are particularly important, given that a transmission outage has the potential to cause widespread supply interruptions.
In the past, stakeholders have found information about transmission pipeline Security & Reliability (S&R) difficult to bring together and interpret.
On 20 April 2016 Vector Gas Limited – owner of the Vector transmission system – was acquired by First State Funds, two infrastructure funds managed by First State Investments, known in Australia as Colonial First State Global Asset Management. Vector Gas Limited was renamed First Gas Limited (First Gas).
In September 2013, a private wholesale gas trading mechanism was established. Called emsTradePoint and operated by Transpower, it is a blind, centrally-cleared market that has attracted a number of trading participants.
