The objective of the interconnection work programme is to ensure that arrangements for third party connections to gas transmission pipelines are reasonable. Interconnections involve facilities for injecting gas into, or extracting gas from, the transmission pipelines.
The latest review of the Interconnection arrangements was released in August 2014 and can be found here.
There are no current consultations in this Work Programme.
The Gas Levy of Industry Participants (Levy) is our main source of funding. The other source of funding is market fees. For more information, see Funding. Setting the levy
The levy is authorised by way of regulations, which we recommend to the Minister each year.
First Gas aims to replace the MPOC and VTC with a new Gas Transmission Access Code (GTAC) on 1 October 2020. The GTAC will have a new set of code change arrangements in which Gas Industry Co has a role.
The Retail Gas Contracts Oversight Scheme is a voluntary scheme which assesses standard published gas contracts against a set of Benchmarks.
We have previously determined that a gas retailer becoming insolvent will only lead to a market failure in limited circumstances, as normal insolvency processes should be sufficient to produce acceptable outcomes in most cases.
The Switching Rules enable consumers to choose, and alternate efficiently and satisfactorily between competing retailers. The Switching Rules provide for a centralised database, the Gas Registry, which stores key technical parameters about every customer installation and facilitates and monitors each customer switch from initiation through to completion.
As of June 2016, the Maui and Vector pipelines came under the ownership of First Gas Limited. First Gas wishes to converge the two existing access arrangements into a single access regime.
The objective of Gas Industry Co's pipeline balancing work is to identify where transmission balancing arrangements fail to support the safe, efficient and reliable delivery of gas. Pipeline balancing arrangements have been evolving since the inception of the Maui Pipeline Operating Code (MPOC) in 2005.
