In a letter dated 31 October 2013 Gas Industry Co invited MDL, Vector and the signatories to the pipeline access codes to adopt and operationalise a set of guiding principles developed by the PEA in its July 2013 advice paper.

The paper describes issues arising from existing balancing arrangements, and discusses why regulatory intervention may be necessary. The paper also prepares the ground for future work on developing and analysing alternative balancing options.
