Recommendation to the Minister for Energy
In November 2024, we made a recommendation to the Minister for Energy to make amendments to gas governance arrangements (the Gas (Downstream Reconciliation) Rules 2008 and the Gas (Switching Arrangements) Rules 2008).

First Gas aims to introduce the GTAC project and its supporting IT system, TACOS (Transmission Access Commercial Operating System) in October 2021. Communications and updates on that work can be found on the First Gas website.

The objective of Gas Industry Co's pipeline balancing work is to identify where transmission balancing arrangements fail to support the safe, efficient and reliable delivery of gas. Pipeline balancing arrangements have been evolving since the inception of the Maui Pipeline Operating Code (MPOC) in 2005.

All links in the physical supply chain contribute to providing gas users with a secure and reliable gas supply. The security and reliability (S&R) of transmission pipelines are particularly important, given that a transmission outage has the potential to cause widespread supply interruptions.

The Gas Act provides for regulations to be made for the purpose of 'providing for the establishment and operation of wholesale markets for gas, including for (i) protocols and standards for reconciling and balancing gas; and (ii) clearing, setting, and reconciling market transactions'.

First Gas aims to replace the MPOC and VTC with a new Gas Transmission Access Code (GTAC) on 1 October 2020. The GTAC will have a new set of code change arrangements in which Gas Industry Co has a role.

In undertaking the original policy work on this issue, Gas Industry Co considered how best to meet the Government’s desire for a transparent, short-term wholesale gas market.
