This report, prepared for Gas Industry Co by Farrier Swier Consulting in association with Johnson Winter & Slattery, advised on the commercial issues involved in updating the National Gas Outage Contingency Plan (NGOCP).
After three years' experience with the Rules, Gas Industry Co undertook a review to determine whether improvements could be made. The Options Paper identifies possible areas for improvement and discusses options to address those issues.
Maunsell Limited was commissioned to propose a methodology for the allocation of unaccounted-for-gas (UFG) of New Zealand gas distribution networks. Maunsell looked at overseas regulations for comparison and at comments provided by the New Zealand gas industry to GIC's discussion paper of January 2007.
The purpose of this paper was to carry out the required consultation on the accuracy threshold in rule 37 before the annual determination of the threshold was made by Gas Industry Co. The rule 37 determination took place before 30 September 2014.

The consultation paper on Proposed Determinations and Other Matters under the Gas (Downstream Reconciliation) Rules 2008 covered two groups of matters, and there was two different closing dates for submissions.
