Gas Industry Co recently consulted on a Report that set out how it would perform a GTAC Change Request role, should the final version of the GTAC provide for it. Submissions on the Report closed on Friday 22 September 2017 and five submissions were received.
On the basis of feedback at the 17 May Gas Transmission Access Code (GTAC) workshop, First Gas has held further discussions with stakeholders about the process and requirements to transition from the current access codes (Vector Transmission Code (VTC), and Maui Pipeline Operating Code (MPOC)) to the GTAC.
In November 2016, First Gas consulted on the paper Gas Transmission Access: Single Code Options Paper (SCOP2). The thirteen submissions received were analysed by Gas Industry Co. The submissions received, and the Analysis of Submissions are available below.
The Bridge Commitments are a series of commitments made by the majority of shippers aimed at addressing short term concerns about competition on the North Pipeline. They have been in place since August 2011.
In this paper Gas Industry Co presented an analysis of submissions on the Retail Competition and Transmission Capacity Statement of Proposal released for consultation in November 2010. This paper presented further analysis of the extent of the reduction in competition and the associated economic costs.
Gas Industry Co held a workshop on capacity on Wednesday 18 August 2010. The presentation slides from the workshop are available below. Gas Industry Co invited feedback on several questions regarding several points discussed at the workshop.
Objective
The objective of the GTIP is to:
ensure that existing and future gas transmission assets are used efficiently;
establish the need for gas transmission investment; and
develop an effective pathway for efficient gas transmission investment to take place.
Vector Ltd undertook consultation with industry participants as part of its process to determine available pipeline capacity, particularly as it relates to the North Pipeline. Details of this process are available on Vector's website.

In light of submissions received on previous papers on balancing and discussions with industry participants, Gas Industry Co identified the need to present an additional set of options for improving balancing arrangements.
Gas Industry Co completed its review of New Zealand transmission pipeline balancing and concluded that a regulatory solution was the preferred option for improving balancing arrangements and meeting the objectives of the Gas Act and GPS.
