On 3 April 2014 Gas Industry Co released its Summary of Submissions: Statement of Proposal - Retail Gas Contracts Oversight Scheme Review. Five submissions were received and overall were supportive of the proposed changes.
The response and analysis of the submissions document published on 29 January 2010 foreshadowed the publication of a full proposed design for the oversight of the voluntary implementation of retail contract benchmarks. The design consultation document can be viewed below.
This discussion paper was a review of the approach to dealing with consumer issues in selected overseas jurisdictions and in New Zealand, and provided an account of the work to date by Gas Industry Co in this area.
Rule 18 requires that the registry operator must conduct a self-review of its performance on a monthly basis.
The RAPT was established in February 2014. The nine member team comprising individuals appointed for their expertise in switching and registry processes, assisted Gas Industry Co in reviewing the Registry and several amendments to the Rules.

The Government Policy Statement on Gas Governance ("GPS") invited Gas Industry Co to recommend arrangements, including regulations and rules where appropriate, for the standardisation and upgrading of protocols allowing customers to switch between retailers, so that barriers to competition are minimised.
