The Statement of Proposal issued in January 2014 summarised the analysis that had occurred, and the changes proposed to the Scheme as a result of the review paper released in mid-2013.
This paper provided an analysis of submissions on the retail contracts consultation paper referred to above, and the Gas Industry Co response to the submissions. The list of submitters is set out above. Input was also received from the Consumer Forum held on 16 October 2009.
The purpose of this consultation paper was to seek input from stakeholders on the Model Contracts Working Group’s draft model contract guidelines, the options for giving effect to the guidelines from a governance and compliance perspective, and Gas Industry Co’s recommended option.
Building on from the consultation on the Castalia Report, this Options Paper presents the options available for managing the market failure risks posed by orphaned customer gas consumption.

The Gas (Switching Arrangements) Rules 2008 delegate the determination of specific technical details to support the implementation of the switching rules and the gas registry to Gas Industry Co as the industry body.
Submissions were invited on exemptions which would allow five business days for retailers to respond to GNW and GAC notices. This would be a continuation of the status quo under exemptions granted in 2008 which expired at the end of February. No submissions were received.
