MPOC Change Request 17 December 2009

The 17 December 2009 MPOC Change Request, proposed by MDL, mostly relates to balancing arrangements on the Maui Pipeline. It proposed a 'back-to-back' balancing arrangement aimed at recovering balancing costs from the pipeline users most responsible for those costs being incurred (the 'causers'). However, the proposal also included a wide range of other changes only tenuously related to pipelines balancing. The complexity and broad nature of the changes proposed made it very uncertain that an overall net benefit would result. Gas Industry Co's Final Recommendation did not support the Change Request.
