Having considered submissions made in respect of this change request Gas Industry Co has prepared this Draft Recommendation. We found that most of the proposed changes were straightforward, generally in line with MDL's view that they are minor and uncontroversial. At this stage our conclusion is that the MPOC will better meet the objectives of the Gas Act if the Change Request is adopted. Our Draft Recommendation is therefore to support the 14 February 2014 Change Request.
We encouraged submitters on this Draft Recommendation to critique our analysis. One matter that some submitters felt particularly strongly about is the proposed edit to the Balancing Principles section of the MPOC (section 3A). We wish to explore the basis of those concerns in more detail, and encourage further submissions on the matter.
