In November 2016, First Gas consulted on the paper Gas Transmission Access: Single Code Options Paper  (SCOP2). The thirteen submissions received were analysed by Gas Industry Co. The submissions received, and the Analysis of Submissions are available below. 

The Analysis of Submissions includes Gas Industry Co's comments on the submissions and on the process forward. In mid-February, First Gas will propose a set of directions and next steps for the new code development process, building on submitter views. A workshop to discuss SCOP2 submissions, the proposed directions, and next steps will be held at Gas Industry Co on Tuesday 28 February 2017.

Background

First Gas has committed to developing a single gas transmission access code to replace the two existing codes – the Maui Pipeline Operating Code (MPOC), and the Vector Transmission Code (VTC). First Gas believes this initiative will ensure that transmission arrangements support gas industry growth through creating a single set of ‘end-to-end’ transmission access arrangements to transport gas from source to locations throughout the North Island.

The purpose of SCOP2 was to explore the possible forms that the new Gas Transmission Access Code (GTAC) could take, and consult on the general direction of the new code before embarking on the detailed design work required. SCOP2 focuses on decisions that are important to establishing direction for the new code and the IT system that will implement the new code arrangements.
